Block Dates and Hours in the React Scheduler

Block specific dates or time ranges to prevent creating or modifying events during unavailable periods. Add an event in eventSettings with startTime and endTime, and set isBlock to true; the Scheduler marks those cells as unavailable and disallows interactions within them.
